Bueno de seguro la cuestión viene por el personaje nombrado en la concesión y no por la firma del oficial oberst U. stellv. Quien me imagino firmo bastantes de estos documentos, así que si nos centramos en el stabsfeldwebel.
Existió un Kurt arndt con cierto renombre pero lo descarto por ser civil:
Kurt Arndt (1873-1946). Born in Frankfurt on the Oder and studied chemistry at the Techische Hochschule in Berlin. He took his doctorate at the University of Basle, where he became an assistant to Kahlbaum. He spent the rest of his career at the Techische Hochschule in Berlin, mainly within the Institute of Applied Electrochemistry. Sin embargo el nombre Kurt arndt no es muy común no hay muchos Kurt arndt, según lo que me voy encontrando, hay un oficial que llego a general pero su nombre es Karl arndt ( http://www.ww2awards.com/person/28130 ), hay otro Kurt arndt que fue personal del centro de Eutanasia de Hadamar:
